JCenter is shut down, so switch to mavenCentral/jitpack and repoint permissionsdispatcher at its jitpack coordinates. Also disable the google-services task for non-google flavors so fdroid/github builds don't require a google-services.json file. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

I like Vadret a lot, but since SMHI killed their PMP3G endpoints for weather forecasts and moved to their new snow1g API a few weeks ago, its broken. I've migrated the app to the new endpoint. First I got some Claude help to build the project and move away from jcenter()
Not tested for google play. Hopefully still FOSS. I'd be honoured if you'd use my code for a new release on f-droid (and/or Google).
