There are multiple semantically-related commits here, that I will squash on merge.
Allow an optional human-readable text description to be attached to each secret.
Add a new set-info permission governing the right to set and update this value.
Update the server to add a /api/set-info endpoint, and add SetInfo to the client.
Update the CLI with a new "set-info" command.
Add a column to the UI to display descriptions where present.
