Usage API Updates #8

The Scout API has been updated with a new `/usage endpoint to provide usage for apm transactions, managed logs, errors, as well as the current billing period. While this CLI does already include a usage resource, it should also be able to pull from this endpoint to provide more accurate information especially regarding exact billing usage and billing period info.
