Add service-binding routes that let an active Orbit MCP grant discover and execute person-approved connected-site actions while reusing the existing site grant, catalog validation, signed delegation, idempotency, and telemetry paths. Validation: - npm run check - npm run test:d1:core (245/245 passing) - git diff --check
