Update newsroom Python dependencies

Changes

• update RapidFuzz minimum to 3.14.6
• update readability-lxml minimum to 0.9
• refresh local Python environment transitives to the newest versions allowed by the dependency graph

readability-lxml 0.9 intentionally constrains chardet<6 and cssselect<1.4, so those are not forced beyond its supported range.

Validation

• 212 newsroom tests
• full npm run quality

GitHub Actions dependencies were also checked and are already on their current major channels (checkout@v7, setup-node@v7, setup-python@v7, codeql-action@v4).
