Qoollo EntryCountingEvent

EntryCountingEvent is a synchronization primitive that allows to track entering clients and wait while they not complete execution.

        using (_entryCounter.EnterClientGuarded())
        {

        using (var guard = _entryCounter.TryEnterClientGuarded())
        {
            // check if we enter successfully
