Add widget refresh buttons on Android and iOS

Adds optional refresh controls to Android and iOS widgets, with immediate loading feedback, duplicate-refresh protection, and reliable failure/cancellation recovery. Preserves per-widget content and appearance settings, and keeps the iOS article list steady during refresh.

Validated with detekt allTests, Android and iOS simulator builds, the Pixel widget settings regression (REG-177), two iOS refresh tests, and a simulator refresh of all 16 development feeds.

I retried, but GitHub rejected the push again: its branch rule still reports the required “Build iOS App” check as in progress. The check shown on the PR is successful, but I can’t bypass the branch rule. The merge commit 7e6f8dc is ready locally; it remains unpublished until GitHub permits the push.
