setattr(session, ...) here has the identical problem fixed in get_locale(): it sets a plain instance attribute rather than a session dict entry, so it never reaches the serialised session. Use dict-style assignment instead, per CodeRabbit's review on PR pgadmin-org#10351.

Save the session from the form request through the app's session interface and replay its cookie on a second request without the 'language' field, rather than writing the session value by hand, so the test proves the language is persisted and restored. Per CodeRabbit's review on PR pgadmin-org#10351.

… mode) get_locale() used setattr()/hasattr() against Flask's session and the request's cookie MultiDict, neither of which expose their contents as attributes, so the session/cookie fallback branches never actually fired. Read and write PGADMIN_LANGUAGE via dict-style access instead, so the selected language persists across requests via the session and the PGADMIN_LANGUAGE cookie that is already set correctly elsewhere. flask-babel passes the value returned by the locale selector to Locale.parse(), which raises for anything that is not a real locale. Now that the session and cookie branches are live, an unauthenticated POST /login with language=xx, or a planted PGADMIN_LANGUAGE cookie, would store that value in the session and make every later request, including GET /login, fail with a 500 until the cookies were cleared. Accept a value from the form, session, cookie or desktop preference only if it is a key of config.LANGUAGES, otherwise fall back to the default, and never store an unknown value in the session.
…e in the locale test The test switches config.SERVER_MODE on after the app has been created, but CI builds the app in desktop mode, so rendering /login then asks for the server-mode-only browser.forgot_password route and fails with a 500 that has nothing to do with locales. Calling flask_babel.get_locale() under a request context exercises the same Locale.parse() path without depending on which mode the app was created in.

get_locale()inweb/pgadmin/__init__.pyusedsetattr()/hasattr()against Flask'ssession(a dict-likeSecureCookieSession) andrequest.cookies(aMultiDict), neither of which expose their contents as object attributes. As a result the session/cookie fallback branches never fired, and the UI silently reverted to English on every request that didn't include thelanguageform field.session['PGADMIN_LANGUAGE'] = ...,'PGADMIN_LANGUAGE' in session,request.cookies.get(...)) so the selected language persists via the session and thePGADMIN_LANGUAGEcookie that other parts of the app (preferences, browser) already set correctly.Test plan
web/pgadmin/tests/test_get_locale.py, exercising the registered Babellocale_selectordirectly for all three branches (form field, session, cookie fallback). Confirmed it fails against the pre-fix code and passes with the fix.pycodestyleclean on the changed/added files.Closes #10347
