CNF-29074: Honor the requeue in HandleReconcileResult for retryable errors - #528
Bug: for retryable errors, HandleReconcileResult in pkg/controller/common/reconcile_result.go called updateConditionFn(reconcileErr). The istiocsr and trustmanager updateCondition callbacks return prependErr when the status write succeeds. So whenever the conditions changed, the helper returned the reconcile error instead of {RequeueAfter: 30s}. The first failure, and any failure with a new message, went to controller-runtime's exponential backoff and was logged twice. An identical repeat failure got the 30s requeue. This contradicts the table in error-handling-guidelines.md §3 and the function's own comment ("either requeue manually or return error, not both").
Fix: pass nil to the callback on the retryable path, so it returns only the status-write error. The reconcile error is still logged by the controllers and recorded in the Ready condition message. The function signature and both callers are unchanged.
Tests: adds pkg/controller/common/reconcile_result_test.go, the first unit tests for this helper, with 11 table cases:
success, retryable error and irrecoverable error, each with the status write succeeding or failing
each of those paths with conditions that are already in their target state
an unclassified error, treated as retryable
a wrapped irrecoverable error
The stub callback behaves like the real controller callbacks. Two cases fail against the code on master:
Updates the two controller test cases that asserted the old return value:
istiocsr TestReconcile/reconciliation_failed now expects a requeue and no error.
trustmanager TestProcessReconcileRequest/recoverable_error_sets_in_progress no longer expects an error.
Side effect: retryable failures no longer count toward controller-runtime's controller_runtime_reconcile_errors_total metric or produce its "Reconciler error" log line. The controllers still log them. The guideline already describes this as intended.
Changes the istiocsr callback this helper calls. No file overlap, and the two fixes are independent: after this PR, the retryable path passes nil as prependErr.
CM-1040: Extract shared ApplyResource helper and migrate istiocsr to SSA
One-line overlap in pkg/controller/trustmanager/controller_test.go: #420 rewords the wantErr line that this PR removes. Whichever PR merges second should keep the line removed.

Bug Fixes
Recoverable reconciliation failures now continue to trigger retries without being surfaced as separate returned errors. Ready status continues to show progress or error details, and Degraded status reflects the reconciliation outcome. This makes failure reporting more consistent while preserving the existing retry behavior.
@sebrandon1: This pull request references CNF-29074 which is a valid jira issue.
Warning: The referenced jira issue has an invalid target version for the target branch this PR targets: expected the story to target the "5.1.0" version, but no target version was set.

When a recoverable reconciliation error changes a status condition, the handler now calls the status-update callback with nil. The error remains in the Ready condition message. Tests cover the handler outcomes and update controller expectations.

Condition callback and validation pkg/controller/common/reconcile_result.go, pkg/controller/common/reconcile_result_test.go, pkg/controller/istiocsr/controller_test.go, pkg/controller/trustmanager/controller_test.go
The handler passes nil to the condition-update callback when recoverable-error conditions change. Table-driven tests cover results, errors, callback counts, and conditions. Controller tests no longer expect the recoverable error as a returned error.
Retryable failures requeue while status-write errors remain visible. No merge-blocking behavior risk remains.

Full details: Stable And Deterministic Test Names
Explanation
PASS: The pull request adds only static t.Run names in pkg/controller/common/reconcile_result_test.go (for example, retryable error with successful status update requeues and unclassified error is treated as retryable). No title contains a generated identifier, timestamp, namespace, node name, IP address, UUID, or dynamic formatting. The other changed test files only modify expectations; their existing names are also static. No legacy openshift-tests-private metadata tokens appear.
Full details: Test Structure And Quality
Explanation
PASS: The pull request adds a standard Go TestHandleReconcileResult with t.Run table cases, not Ginkgo It blocks. The other test changes only update existing standard Go test expectations. Therefore the Ginkgo-specific requirements, including ote.Informing(), cluster-operation timeouts, and Ginkgo setup/cleanup patterns, do not apply.
Full details: Microshift Test Compatibility
Explanation
The PR adds only a standard Go unit test (TestHandleReconcileResult) and modifies existing unit-test expectations. The diff adds no Ginkgo It, Describe, Context, or When e2e tests and references no MicroShift-incompatible OpenShift APIs or namespaces.
Full details: Single Node Openshift (Sno) Test Compatibility
Explanation
The authoritative diff adds a standard Go table-driven TestHandleReconcileResult and only modifies standard unit-test cases in pkg/controller/istiocsr and pkg/controller/trustmanager. No new Ginkgo e2e constructs or multi-node assumptions are introduced, so the SNO check is not applicable.
Full details: Topology-Aware Scheduling Compatibility
Explanation
The pull request changes only reconciliation error handling and tests. The authoritative diff adds no deployment manifests, replicas, affinity, topology spread constraints, node selectors, tolerations, or PDB settings. It introduces no topology-dependent scheduling constraint.
Full details: Ote Binary Stdout Contract
Explanation
The pull request changes controller logic and unit tests only. The diff adds no main/init/TestMain, suite setup, fmt/log stdout writes, klog output, os.Stdout use, or Ginkgo configuration. The added test output calls are ordinary test assertions, not process-level stdout writes.
Full details: Ipv6 And Disconnected Network Test Compatibility
Explanation
The pull request adds a standard Go testing unit test, TestHandleReconcileResult, and modifies existing unit tests. The diff adds no Ginkgo declarations such as It, Describe, Context, or When. It also adds no network addresses, URLs, image pulls, or external connectivity. The check is not applicable.
Full details: No-Weak-Crypto
Explanation
The PR changes reconciliation status handling and tests only. The added and modified lines contain no MD5, SHA1, DES, 3DES, RC4, Blowfish, ECB, custom cryptography, or non-constant-time secret comparison.
Full details: Container-Privileges
Explanation
PASS. The pull request changes only Go source and test files. It adds or modifies no container or Kubernetes manifest, and the diff introduces none of: privileged, hostPID, hostNetwork, hostIPC, SYS_ADMIN, runAsUser: 0, or allowPrivilegeEscalation: true.
Full details: No-Sensitive-Data-In-Logs
Explanation
No sensitive-data logging was introduced. The production diff only changes updateConditionFn(reconcileErr) to updateConditionFn(nil) and adds a comment. Existing error logging and Ready-condition error formatting remain unchanged. Added tests use non-sensitive error literals and logr.Discard().
Full details: Docstring Coverage
Explanation
Docstring coverage is 33.33% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 3 functions across 3 files.
Resolution
Write docstrings for the functions missing them to satisfy the coverage threshold.

The current callback always returns nil, so the existing primed cases cannot produce an error. However, this return value must not be discarded under the Go error-handling requirement. Report a future priming failure explicitly.

On the retryable path, HandleReconcileResult passed reconcileErr to the
updateCondition callback. The istiocsr and trustmanager callbacks return
that error when the status write succeeds, so the helper returned the
reconcile error instead of RequeueAfter whenever conditions changed.
Retry timing then depended on whether the condition message changed,
contrary to error-handling-guidelines.md section 3.
Pass nil so the callback returns only the status write error. The
reconcile error is already logged by the controllers and recorded in
the Ready condition message.
Add table tests for every success, retryable, and irrecoverable path,
and update the two controller tests that asserted the old return value.
