Adds a GitHub Actions workflow running the test suites and lint on pull requests. The matrix covers
modules/gui,modules/geeandmodules/task.geeandtaskreachlib/js/sharedandlib/js/eethrough linkedfile:dependencies, so each library is installed before the module itself. The libraries usenpm install, sincelib/js/eecarries no lockfile; the modules keepnpm ci. The lint step uses--if-present, since onlyguicarries its own eslint.Also fixes three tests in
format.test.jsthat asserted UTC-parsed dates against a local-time implementation, anduserSessions.test.jsx, which assigned tolocalStorage— read-only under the happy-dom that ships with vitest 5.To gate merges, the check needs marking as a required status check in branch protection.
