With frontend-base as a workspace package, npm otherwise hoists TypeScript 6 to satisfy root-level peer ranges. Co-Authored-By: Claude <noreply@anthropic.com>

Description
Allows this app to be developed inside a site repo with Paragon and frontend-base bind-mounted under
packages/.The paragon peer range now also accepts a
0.0.0-devcheckout, and both are declared as devDependencies so Turborepo orders them before this app. Turborepo builds its task graph from dependencies and devDependencies only, so a peer-only declaration leaves no edge.TypeScript is also pinned to
^5.9.3as a devDependency. With frontend-base present as a workspace package, npm would otherwise hoist 6.x to satisfy root-level peer ranges, which in turn would break the build.Part of openedx/paragon#4440.
