perf(rallocator): measure snapshot-arena allocator probes #735

Benchmark the disabled/no-snapshot GlobalRallocator allocation and deallocation paths added by #733. Use the measurements to decide whether a shared global gate, collapsed arena lookup, or the current TLS probes provide the best hot-path tradeoff.
