A InvalidState error surfaces on chrome 141 on encrypted meetings.
This is related to chrome introducing the "standard" stream script transform in this release, see https://developer.chrome.com/release-notes/141#webrtc_encoded_transform_v2
The SDK was using a dedicated chrome specific API before, but with this being supported on chrome now, we default to the standard API.
