API changes for #4746, see the description of that for more details.

Additionally, due to merge order, the apply configurations weren't generated for #4713, so this PR includes that as well.

AI disclosure: Cursor's Grok 4.6 and Claude Sonnet 5 were used for analysis and most of the implementation
