Runwire 1.0 — Foundation 3 launch runtime

Ongoing draft for the Runwire 1.0 / Foundation 3 launch work.

This PR intentionally remains draft while the runtime plan is completed. It is used as a continuous PHPForge / security-standards feedback surface during development.

Current scope includes runtime capability selection, event loop, supervisor/reload/recycle, structured process execution, bounded TCP/TLS + HTTP/1.1 + HTTP/2 transports, generic stream/datagram runtimes, Unix control plane, worker admission limits, and subsequent host-driver/observability/release-gate work.

Do not merge until the canonical Runwire 1.0 completion gates are closed.
