Adds light-ocr to the OCR section in both README languages.
light-ocr provides fast, offline PP-OCRv6 inference for Node.js and C++, with bundled runtimes for macOS, Linux, and Windows. The entries follow the existing description and star-badge format.
Validation: both Markdown diffs pass
