Implement tileset server for Zarr-backed multivec files. #162

Zarr is a scalable array storage format that is capable of being read more efficiently than traditional HDF5 arrays, particularly for large arrays stored in cloud-based object storage. It would be great if Clodius could serve tiles from Zarr-backed multivec files for use in Higlass.
