`/plugins` TUI does not distinguish disabled skills or persist disabled state

Describe the bug

The /plugins TUI displays the same checkmark for both enabled and disabled skills, making their current state indistinguishable.

Disabling an enabled skill also does not persist. The checkmark briefly changes to a dot while the TUI refreshes, then returns. The skill remains enabled, so this does not appear to be only a visual issue.

Expected behavior:

• Enabled and disabled skills have distinct visual states.
• Disabling a skill persists and prevents the skill from being active.

Steps to reproduce the behavior

1. Open the  /plugins  TUI.
2. Navigate to the list of installed skills.
3. Select an enabled skill and disable it.
4. Observe that its checkmark briefly changes to a dot.
5. Wait for the TUI to refresh.
6. Observe that the checkmark returns and the skill remains enabled.

Expected behavior

• Enabled and disabled skills have distinct visual states.
• Disabling a skill persists and deactivates it.
