Summary

Changes skills/retro-analysis/SKILL.md and its GitHub and GitLab recipes so a maintainer rejection is never re-proposed just because the forge recorded the close reason as COMPLETED, or because 30 days went by.

Root cause: the "Before proposing" rules decided what to do with a closed issue from the forge close reason alone. A rejection recorded as COMPLETED fell into "completed without a real fix: keep the proposal". Also, the dedup searches never fetched closing comments or closing PRs, so the agent had nothing to tell the two cases apart.

Changes

  • skills/retro-analysis/SKILL.md
    • For every closed same-topic candidate from any search, including the fix-keyed closed search, the dedup subagent now returns the closing comment (the last maintainer comment at or before closure) and any merged PR or commit that closed the issue or is linked to it.
    • A completed closure counts as a fix only when a merged PR or commit backs it. If there is none and the closing comment rejects the change, the not-planned rule applies: the agent skips the proposal, quotes the closing comment in summary, and flags the wrong close reason so a human can correct it.
    • Not-planned no longer expires after 30 days. A re-proposal now has to say in what_could_go_better what changed since the closure and how that answers the closing comment. Item 3 of the issue left this open. I dropped the flat window instead of lengthening it because the issue says time passing alone should not be a reason to revisit. Edge cases that are unchanged: completed with a merged fix (skip, or keep as a regression if the symptom recurred), and completed with no fix and no rejection (keep).
  • skills/retro-analysis/github/SKILL.md: adds a GraphQL closed-candidate recipe. It returns stateReason, the ClosedEvent closer (PR with merged, or a commit), closedByPullRequestsReferences, and the closing comment, meaning the last comment at or before closedAt by whoever closed the issue or by an OWNER/MEMBER/COLLABORATOR. The comment that tied closed_at to the 30-day rule is updated.
  • skills/retro-analysis/gitlab/SKILL.md: adds a closed-candidate recipe that calls the issue API (closed_at, closed_by), issues/:iid/closed_by (merge requests that close the issue on merge), and the notes API (the closing system note plus the last non-system note before closure). GitLab records no close reason, so the recipe says the closing note is the main rejection signal.
  • agents/retro.md: the dedup subagent example now asks for the closing comment and closing PR/commit, and says "closed" instead of "recently-closed".
  • .skillsaw-baseline.json: raises the context-budget ceiling for retro-analysis/SKILL.md from 3797 to 3993 tokens, the same way Retro agent should search for related open issues before proposing fixes #1730 did. I shortened the new wording first to keep the increase small.

Testing

Caveats

  • pre-commit could not fetch remote hook repos because of a TLS failure in the sandbox. I ran the hooks that apply to Markdown/JSON by hand instead (whitespace, EOF, line endings, private keys, gitleaks via scan-secrets).
  • scripts/skill-env-reachability-test.sh exits 127 in the sandbox on unmodified main as well (a tool is missing), so it was not checked.
  • The GitLab API calls could not be run against a live GitLab instance here. Only their jq filters were tested.

Closes #1850

Post-script verification

  • Branch is not main/master (agent/1850-retro-rejection-closures)
  • Secret scan passed (gitleaks — 8ee5959c80c22e9fbd2b25f8c0a91837394f5f26..HEAD)
  • PR body secret scan passed (gitleaks — no-git)
  • Final PR description secret scan passed (gitleaks — no-git)

The retro-analysis dedup rules keyed closed-issue handling on the
forge close reason alone. A maintainer rejection that the forge
recorded as COMPLETED fell into "completed without a real fix: keep
the proposal", so a later retro re-filed the declined change. The
not-planned rule also expired after 30 days.

- SKILL.md: the dedup subagent now returns the closing comment and
any merged closing/linked PR or commit for every closed same-topic
candidate. A completed closure counts as a fix only with a merged
PR or commit; without one, a closing comment that rejects the
change is treated as not planned, quoted in summary, and flagged as
  mislabeled. Not-planned rejections no longer expire after 30 days;
a re-proposal must state what changed since closure.
- github/SKILL.md: add a GraphQL closed-candidate recipe returning
the closer (PR/commit), linked PRs, and the closing comment.
- gitlab/SKILL.md: add a closed-candidate recipe using the issue,
closed_by MRs, and notes APIs; the closing note is the main
rejection signal since GitLab records no close reason.
- agents/retro.md: the dedup subagent example asks for the closing
  comment and drops "recently-closed".
- .skillsaw-baseline.json: raise the retro-analysis context-budget
ceiling from 3797 to 3993 tokens for the added rules.

Note: pre-commit could not fetch remote hook repos (TLS failure in
the sandbox). Applicable hooks were checked directly: whitespace,
EOF, line endings, private keys, lint-release-cases, and gitleaks via
scan-secrets. skill-env-reachability-test.sh exits 127 in the sandbox
on unmodified main too, so it was not verified.

Findings

Medium

Low

  • [api-contract] skills/retro-analysis/github/SKILL.md:159 — The permission lookup stores .role_name, but the maintainer predicate accepts only admin, maintain and write. For a custom repository role GitHub reports the custom name in role_name, so a collaborator whose role inherits write access is never selected as closingComment. The failure mode is fail-closed (a non-maintainer is never treated as authoritative) and applies only to repositories with custom roles.
Remediation: Read .permission (maintain maps to write there) and use IN("admin", "write"), or accept either field.

  • [prompt-injection] skills/retro-analysis/SKILL.md:141 — The new rule says to quote the closing comment in summary and the subagent returns it verbatim, which conflicts with agents/retro.md:130 ("Do NOT echo untrusted content ... comment text verbatim"). The rule also does not say that instructions embedded in the comment must not be followed.
Remediation: Paraphrase the rejection rationale with attribution (or quote only the rejection sentence) and state that comment bodies are classification evidence only.

Earlier findings

  • skills/retro-analysis/github/SKILL.md:158, logic-error — resolved: closingComment (write/maintain/admin by permission lookup) is now separate from closerComment, so a later closer comment no longer replaces the maintainer rejection.
  • skills/retro-analysis/gitlab/SKILL.md:153, edge-case — resolved: the access-level lookup tolerates request/jq failures and non-numeric output, defaulting to level 0 before --argjson.
  • skills/retro-analysis/github/SKILL.md:152, rbac-violation — resolved: authorization no longer relies on authorAssociation; it uses a repository permission lookup restricted to admin/maintain/write.

Review

Findings

  • [logic-error] skills/retro-analysis/github/SKILL.md:158 — The closing-comment selector can drop the maintainer rejection this change is meant to keep. Suppose a maintainer rejects the proposal, then the external issue author comments "Understood, closing" and closes their own issue. Both comments pass select(.author.login == $ev.actor.login or maintainer), but last returns only the author's comment. Its maintainer flag is false, so the parent rules ignore it and never see the earlier authoritative rejection. The GitLab selector has the same problem at skills/retro-analysis/gitlab/SKILL.md:160. This contradicts the parent skill, which says the recipe returns the last maintainer comment at or before closure, and it can cause the rejected proposal to be filed again.
Remediation: Select the last qualifying maintainer comment independently of the closer's comments. If closer context is useful, return it separately so it cannot replace the maintainer comment. Apply this to both forge recipes.

  • [edge-case] skills/retro-analysis/gitlab/SKILL.md:153 — The recipe says a failed membership lookup counts as no access, but that fallback does not cover empty or non-JSON responses. The lookup curl runs without --fail. On a connection failure stdout is empty, and jq '.access_level // 0' on empty input prints nothing rather than 0. The empty lvl then makes --argjson l fail, which leaves levels empty, and the final --argjson levels projection fails too. One unavailable lookup therefore stops the recipe from returning any closure evidence.
Remediation: Check the lookup and JSON parsing results explicitly. Default the level to numeric zero on failure or empty output, and keep the levels map built so far.

  • [protected-path] skills/retro-analysis/SKILL.md — This PR modifies protected paths: agents/retro.md, skills/retro-analysis/SKILL.md, skills/retro-analysis/github/SKILL.md and skills/retro-analysis/gitlab/SKILL.md. The PR links issue retro-analysis: treat maintainer-rejection closing comments as do-not-re-propose, even when stateReason is COMPLETED #1850 and explains the rationale, so the context is sufficient. Human approval is still required for protected-path changes, whatever the context.

Low

  • [rbac-violation] skills/retro-analysis/github/SKILL.md:152 — The maintainer flag treats MEMBER and COLLABORATOR author associations as repository-maintainer authority. Organization membership does not establish write access to this repository, and collaborators can have read-only access. Such users can therefore leave a rejection comment before closure and have it suppress future proposals. This association-based path never checks repository permissions. The GitLab recipe, by contrast, requires access level 30 or higher.
Remediation: Before marking a comment authoritative, verify that its author has write, maintain, or admin permission on the repository. If permission information is unavailable, treat the comment as non-authoritative context.

Earlier findings

  • skills/retro-analysis/gitlab/SKILL.md:133, edge-case — resolved. GitLab notes are now paged through in full (gitlab/SKILL.md notes loop).
  • skills/retro-analysis/gitlab/SKILL.md:137, logic-error — resolved. The projection now returns a role-derived maintainer flag, and the parent skill treats an outsider's comment as context only. The selection problem above is a separate defect.
  • skills/retro-analysis/gitlab/SKILL.md:137, rbac-violation — resolved. Each commenter's project access level is looked up, with 30 or higher required for maintainer.
  • skills/retro-analysis/github/SKILL.md:136, edge-case — resolved. Comments now page forward with $endCursor and pageInfo.

Review

Findings

Medium

  • [protected-path] skills/retro-analysis/SKILL.md — The PR modifies protected paths (agents/retro.md, skills/retro-analysis/SKILL.md, skills/retro-analysis/github/SKILL.md, skills/retro-analysis/gitlab/SKILL.md). It links issue retro-analysis: treat maintainer-rejection closing comments as do-not-re-propose, even when stateReason is COMPLETED #1850 and explains the rationale, but human approval is always required for protected-path changes regardless of context.
  • [edge-case] skills/retro-analysis/gitlab/SKILL.md:133 — The notes request uses sort=asc&per_page=100 with no pagination, so it only returns the oldest 100 notes (system notes included). On issues with more than 100 notes, the closing rejection and the closing system note, which are the latest notes, can be cut off. The projection then returns an old discussion comment or no closure evidence.
Remediation: Paginate the notes endpoint and aggregate the relevant notes before selecting the closing comment and system note, or request descending order and page until closure evidence is found.
  • [logic-error] skills/retro-analysis/gitlab/SKILL.md:137 — The jq projection prefers any earlier note by closed_by over a newer maintainer note, contradicting SKILL.md's requirement for the last maintainer comment at or before closure. If the closer left no note, the fallback takes any participant's note without checking maintainer status. The GitHub recipe filters by authorAssociation; this one is inconsistent with it.
Remediation: Determine eligible authors (the closer or project maintainers), then select the chronologically last eligible non-system note at or before closed_at.

Low

  • [rbac-violation] skills/retro-analysis/github/SKILL.md:149 — The closer-login branch bypasses the authorAssociation check. An issue author without write access can close their own issue, so an outsider could comment a rejection and close it as COMPLETED. The recipe would return that comment as the maintainer's closing comment, and the new rule treats it as a do-not-re-propose signal with no expiry. The projection also drops authorAssociation, so the evaluator cannot tell the cases apart.
Remediation: Return authorAssociation with the closing comment, and treat a comment from a closer who is not OWNER/MEMBER/COLLABORATOR as non-authoritative context rather than a rejection.
  • [rbac-violation] skills/retro-analysis/gitlab/SKILL.md:137 — Neither closing-note selection path verifies maintainer authority. The preferred path trusts whoever closed the issue, and the fallback takes the last non-system note from any author, so an outsider's rejection comment can be treated as the maintainer's rejection.
Remediation: Verify the selected note author's project role (e.g. via the project members API) before treating the note as a maintainer rejection, and do not fall back to an arbitrary participant's note.
  • [edge-case] skills/retro-analysis/github/SKILL.md:136 — The GraphQL query fetches only comments(last: 20) and then drops comments made after closure. If more than 20 comments follow the closing maintainer comment, closingComment returns null even when a rejection exists, and the "completed without a real fix or rejection" rule then allows re-proposing the rejected change.
Remediation: Fetch comment pageInfo and page backward until the last eligible comment at or before closedAt is found or comments are exhausted.

🔧 Fix agent — iteration 1 (bot-triggered)

Addressed all five actionable findings (GitLab pagination, selection logic, and authority check; GitHub association flag and comment paging) and recorded the protected-path notice as a no-op. Also fixed the pr-related script-test failure, which came from uppercase enum tokens in the new GitHub recipe. Pre-commit could not run because hook repos are unreachable; whitespace, line endings, secrets, and lint-agent-docs were checked directly. make script-test and skillsaw could not run locally (missing yq and a restricted shell), so the token check was emulated and the retro-analysis token budget was kept at or below the prior size.

Fixed (5):

  1. GitLab notes request is not paginated, so closure evidence can be cut off on long threads (skills/retro-analysis/gitlab/SKILL.md): Page through all issue notes before selecting the closing system note and closing comment.
  2. GitLab jq projection prefers any note by the closer over a newer maintainer note and falls back to any participant (skills/retro-analysis/gitlab/SKILL.md): Select the chronologically last note at or before closure by the closer or a project member with access level 30 or higher; no fallback to arbitrary participants.
  3. GitLab closing-note selection does not verify maintainer authority (skills/retro-analysis/gitlab/SKILL.md): Look up each commenter's project access level via the members API (failure counts as no access) and return access_level and a maintainer flag with the closing comment.
  4. GitHub closer-login branch bypasses the author association check and the association is not returned (skills/retro-analysis/github/SKILL.md): Return authorAssociation and a maintainer flag with the closing comment, and update the parent skill's rejection rule so only a maintainer's comment counts as a rejection; others are context only.
  5. GitHub GraphQL fetches only the last 20 comments, so the closing comment can be missed (skills/retro-analysis/github/SKILL.md): Page all comments forward with cursor pagination and select the last eligible comment at or before closure.

Disagreed (1):

  1. Protected-path change requires human approval: This is the mandatory merge-gate notice. It asks for human approval and prescribes no content edit, so there is nothing for the fix agent to change.

Tests: passed

CI inspections (6):

  1. script-test (pr-related, failure): The skill env-reachability check flagged uppercase GraphQL enum tokens in the new GitHub closed-candidate recipe as unreachable env vars. Rewrote the recipe to compare association case-insensitively and removed the enum tokens; emulated the check locally since the test could not run.
  2. functional-tests-complete (unrelated, failure): The rollup fails closed on label events because the functional tests are skipped for this label while an earlier rollup result was a failure. Re-run the Functional Tests rollup after script-test passes; no code change needed.
  3. test (passing, success)
  4. skillsaw (passing, success): Passed on the prior head; the token budget for retro-analysis was not increased by this fix.
  5. commit-lint (passing, success)
  6. DCO (passing, success)

Conflict update: skipped; strategy none; forge MERGEABLE; target main@8ee5959c80c22e9fbd2b25f8c0a91837394f5f26

Decision points
  • Fix the script-test failure without touching the protected test script (alternatives: Add the flagged enum tokens to the allowlist in scripts/skill-env-reachability-test.sh, Rewrite the recipe to avoid the flagged uppercase tokens; rationale: No finding authorizes editing scripts/. Lowercase association comparison and an unfiltered timeline window remove the flagged tokens and the pagination rework required rewriting that recipe anyway.)

Return the last maintainer comment independently of the closer's comment
in both closed-candidate recipes (closingComment/closer_comment), so a
closer's later comment cannot mask an earlier maintainer rejection.
GitHub: verify write/maintain/admin repository permission per commenter
instead of trusting authorAssociation. GitLab: default the access level
to 0 on failed, empty or non-numeric member lookups so the recipe still
returns closure evidence.

Note: pre-commit could not fetch hook repositories (certificate failure);
skillsaw lint unavailable (uvx missing). Whitespace checked manually and
the parent skill file stays within its token baseline by size.

Addressed all actionable findings: maintainer closing comment is now selected independently of the closer's comment in both recipes, GitHub maintainer status is verified through repository permission, and the GitLab access-level lookup falls back to 0 on failure. jq logic was exercised on mock data. The pre-commit hooks could not fetch their repositories and skillsaw (uvx) is unavailable in the sandbox; whitespace was checked manually. The protected-path finding needs human approval.

Fixed (3):

  1. Closing-comment selector can let the closer's later comment mask an earlier maintainer rejection (GitHub and GitLab recipes) (skills/retro-analysis/github/SKILL.md): Both recipes now select the last maintainer comment independently (closingComment / closing_comment) and return the closer's comment separately as context-only (closerComment / closer_comment). Parent skill wording updated to match, keeping its size within the skillsaw token baseline.
  2. GitLab membership lookup failure (empty or non-JSON output) breaks the whole recipe (skills/retro-analysis/gitlab/SKILL.md): The lookup now uses curl --fail, suppresses jq errors, and defaults the level to 0 when the output is not numeric, so the levels map is still built and closure evidence is returned.
  3. GitHub maintainer flag treats MEMBER/COLLABORATOR association as repository write authority (skills/retro-analysis/github/SKILL.md): authorAssociation now only pre-filters which commenters get a lookup; each is checked via the collaborator permission endpoint and counts as a maintainer only with write, maintain, or admin role. A failed lookup counts as no access.

Disagreed (1):

  1. Protected-path modification requires human approval: This is the mandatory merge-gate finding and prescribes no content change; it is addressed by human review of the PR, so nothing was edited for it.

Tests: passed

CI inspections (7):

  1. CI / skillsaw (passing, success): Passed on the previous head; not re-run locally because uvx is unavailable.
  2. CI / test (passing, success)
  3. CI / commit-lint (passing, success)
  4. Functional Tests / functional-tests (retro) (passing, success)
  5. Behaviour Tests / behaviour (passing, success)
  6. Script tests / script-test (passing, success)
  7. DCO (passing, success)

Conflict update: skipped; strategy none; forge MERGEABLE; target main

Decision points
  • How to keep the closer's comment without letting it mask a maintainer comment (alternatives: Drop the closer's comment, Return it as a separate context-only field; rationale: A separate field preserves context for the evaluator while only the maintainer-derived comment is authoritative.)

[low] api-contract

The permission lookup stores .role_name, but the maintainer predicate accepts only admin, maintain and write. For a custom repository role GitHub reports the custom name in role_name, so a collaborator whose role inherits write access is never selected as closingComment. Fail-closed; only affects repositories with custom roles.

Suggested fix: Read .permission (maintain maps to write there) and use IN("admin", "write"), or accept either field.

- *completed without a real fix*: keep the proposal, reference the old issue.
- *not planned* (any age): a maintainer rejected it — skip. Elapsed time is not new evidence: re-propose only if circumstances changed since closure, and state in `what_could_go_better` what changed and how it answers the comment.
- *completed with a merged fix* (a merged PR or commit closed or is linked to it): if the symptom **recurred after the merge**, keep the proposal as a regression referencing the old issue and fix PR; otherwise skip.
- *completed without a real fix, maintainer's closing comment rejects the change* (disagrees, won't fix, declining; per the recipe's closing comment — a closer's comment is context only): apply the *not planned* rule. Quote the comment in `summary` and flag the mislabeled close reason for a human.

[low] prompt-injection

The new rule says to quote the closing comment in summary and the subagent returns it verbatim, which conflicts with agents/retro.md:130 (do not echo untrusted comment text verbatim). It also does not say that instructions embedded in the comment must not be followed.

Suggested fix: Paraphrase the rejection rationale with attribution (or quote only the rejection sentence) and state that comment bodies are classification evidence only.
