Launch: file PEP 541 name claim for `codeframe` on PyPI

Split out from #613 (which is complete — codeframe-ai is published and the release pipeline is live). This tracks the one long-running remainder.

Goal

Claim the bare codeframe name on PyPI via PEP 541. It's held by an unrelated, seemingly auto-generated package (last seen v0.5.23, homepage gitlab.com/jaromrax/codeframe). We shipped as codeframe-ai so this never blocks the beta.

Steps

• Open a request at https://github.com/pypi/support/issues (PyPI "project name" / PEP 541 template).
• Argue abandonment: cite the squatting package's last release date + lack of maintenance; note we maintain the actively developed codeframe-ai.
• Link the pypi/support issue back here.
• If granted (months-long, may be denied): decide whether to also publish under codeframe or redirect.

Notes

This is non-blocking and expected to take months. No code changes required unless the claim succeeds. Local context: tasks/release-613-remaining-steps.md (gitignored).
