Describe your idea

There should never be any waiting after the load screen. Once we're in the game, all elements should be present. The biggest win here is to cache structures on server so they don't need to be re-folded in game.

Motivation

Remove friction and basic jankiness in recent and upcoming labs with slow fold times.
