Xmlm performs attribute value whitespace collapsing and stripping unconditionally.
While this seems to be a good default and nobody complained so far, today someone did. The spec says this should only be performed on non CDATA (and hence declared) attributes. Since Xmlm is not DTD aware this is problematic.
One solution would be to add a boolean optional argument ?cdata_attributes to make_input so that whitespace collapsing and stripping is simply never performed on attribute values. That would let application writers have the freedom to do what they think is best (which is not the case right now).
