Update Azure default VM sizes to Dsv5 - #530

Azure Dv2 sizes are scheduled for retirement on May 1, 2028. Avoid directing new BOSH deployments onto hardware that will require migration by updating the default and large VM types to Dsv5. Use Dsv5 rather than Dsv6 or newer, because it supports both Gen1 and Gen2 stemcells. For, example Dsv6 is Gen2-only and would break the supported Azure Jammy configuration.
