On macOS, services are no longer forked from the zygote, because a forked app process crashes on its first request to another server.

Before: the app process dies with a segmentation fault, at startup or when a page calls an outside service such as a broker.
After: the zygote is only used on Linux, and macOS starts each service on its own.

Bring in cesium-ml/baselayer#483, so that on
macOS each service is started on its own instead of being forked from
the zygote.

Before: on macOS, the app process dies with a segmentation fault at
startup or when a page calls an outside service such as a broker.
After: the app runs normally on macOS, and Linux still uses the zygote.
