test: migrate from jest to vite

Migrates unit tests from jest to vite

1. Resolves open vulns for transitive dependencies from ts-jest (reduces unit test runtime from 26s to 17s)
2. Updates github action versions for node 26 support
3. Updates from node 24 -> 26, current active version as of 10/7/26
