docs: add reusable pipeline components and KFP mechanisms guides

Summary

• document the managed AutoGluon tabular and time-series pipelines and how to compose custom pipelines from the mirrored pipelines-components project
• document KFP 2.16.1 caching, ParallelFor, typed artifact persistence, and workspace behavior
• add an executable cache/ParallelFor/artifact verification pipeline
• record verified architecture and database backend limitations for DSPO and kfp-operator
