Replaces the absent broad GITOPS_READ_TOKEN with the dedicated read-only GitOps deploy key GITOPS_READ_SSH_KEY, and makes that exact auth boundary part of the base-owned semantic verifier. The deploy key has no write access and is scoped only to akua-dev/gitops. All three local suites pass; no no-mistakes pipeline was used.
