Publishes the provider-neutral catalog for the three stable labels, exact shared capacity four, bounded resource/capability selection, and source-bound provenance. Links it from organization, profile, and agent guidance. Validated locally against canonical gitops revision 59234e828aa544b2079404ffccd12d334567c0ac plus all three base-owned Ruby test suites; no no-mistakes pipeline was used.
