Add Decky Torrent to Plugin Store

Decky Torrent is a rootless, background Transmission manager. It lets you run a fully-featured torrent client in the background without needing root access, system modifications, or complex setups. It automatically deploys a secure, containerized instance of Transmission, integrates with your internal storage or external SD cards for downloads, and gives you quick access to the Web UI to manage your transfers from any device on your local network.
