Trust: sync bootstrap-inventory construct flags (VmDom/mb_ereg_replace) (#30363)

Summary

• Regenerate committed docs/bootstrap-inventory.md construct flags after #30351 (DOM saveHTML) / #30357 (mb_ereg_replace) so php script/bootstrap-inventory.php --check is green on tip.
• VmDom method count 558→557; mb_ereg_replace 2→3 class methods.
• No gen-0 fingerprint restamp (prelinked/bootstrap-gen0/manifest.json untouched).

Closes #30363

Test plan

• php script/bootstrap-inventory.php --check → OK 7367/7367
• Diff is only docs/bootstrap-inventory.md
• release-readiness still fails first on helper-runtime-prelink (Trust: refresh 23 stale DOM helper-runtime prelink units (re-#30289) #30353, 23 stale DOM units) — out of scope
