Trust: refresh 3 stale socket helper-runtime prelinks + TimeJitHelper (#30323)

Summary

• Pillar 1 was red: user_release_ready: no because check-helper-runtime-prelink --strict reported 3 stale ext/sockets units (SocketAtmark, SocketClose, SocketCreate) after recent soft-null socket work.
• Refreshed those three committed prelink units via php script/emit-helper-runtime-object.php --prelink in php-compiler:22.04-dev.
• Also published the new TimeJitHelper unit introduced by php-in-php: route time() through TimeJitHelper; drop LibcExtern time (#30332) #30336 so the committed corpus stays complete (378 → 379).

Test plan

• php script/check-helper-runtime-prelink.php --strict → 379 fresh, 0 stale, 0 broken
• ./script/release-readiness.sh --json → user_release_ready: yes (helper-runtime-prelink ok; north-star5-fast ok; cold-build 6s)
• Not claiming gen-0 refresh (Trust: refresh gen-0 spine sidecar — stamp ≠ spine SHA; link falls back to Zend (prelinked/bootstrap-gen0) #28998 exclusive r4 still owns that)
