Adds the shared build-tests and lint workflows across Python 3.10 to 3.14. Until now nothing ran the suite, so a regression could only be found by hand -- which is how a removed standard-library attribute went unnoticed until it broke ten tests. 3.14 is in the matrix deliberately: it is the version that removed ast.Str, and without a cell for it the same class of breakage returns silently. Lint excludes the checkout the reusable workflow makes of gh-automations, and both jobs skip pull requests that touch no Python, since most pull requests here add a single line to skills.txt.

ast.Strusage that crashes on Python 3.14 (ast.Strwas removed, not just deprecated), so the new py3.14 matrix row goes green.One change, 3 files:

origin/dev; previously carried ~28 unrelated files.Local:
