Bump veilid-core and veilid-tools git tags from v0.5.3 to v0.5.4. Use veilid-iroh-blobs v0.3.6, which carries the matching Veilid 0.5.4 upgrade and larger transfer chunks. The hickory-resolver =0.25.2 pin and tripledoublev/iroh patch set remain necessary; Veilid 0.5.4 did not relax veilid-tools' hickory constraint.
