   migrating base_geoengine #465 — consolidated migration to 19.0.

   It supersedes #414 and #446 and integrates @juppe's improvements (weinni2000#7: OL/Chroma/Geostats upgrades, WKB fix, #431 forward-ports), plus a record-rule (ir.rule) security fix on the indirect geo-operators with a regression test. Already approved by @weinni2000 and CI is green.
