It combines page boundaries into segments and expands segment predicates into row masks. Tests cover misaligned page boundaries and all-null pages. Nice optimization! I have a couple of requests I'd like addressed before we proceed though.
Aside from the inline comments, do we have any tests that actually create pages with completely misaligned boundaries? If not, can we add that test? The code seems solid but it would be really good to verify that it works if you have e.g. column A with segment boundaries (0, 50, 70, 110, 150) and column B with (0, 45, 55, 65, 90, 100, 150).

Could we call this host_per_input_slice_offsets or host_per_input_boundaries, or in some other way distinguish the "offsets" stored here from the page offsets? The current naming uses the same word for two different kinds of offsets, which is confusing.

Ideally we would avoid these allocations. The ideal solution would be rewriting the AST expression itself, but that's a bridge too far here. What if instead of constructing a cudf::table for page_segments_table below, we directly construct a table_view and create column_views for each non-participating column that are just views back into a single placeholder column? You might even be able to avoid an allocation altogether and just view back into one of the real columns if these just don't get used at all, but that feels a bit too hacky to be worth saving one allocation.
