The thrust of modular RCS can ignore its scale sometimes #262
Select any model (I've tested with BDB Titan Radial and BDB Atlas Roll)
Keep scale at 1.0
Go into Engine GUI, select fuel and TL (here: Hydrazine, TL5)
Thruster has a power of 0.3235, Engine GUI and PAW agree on this value
Rescale the thruster (here: to 0.6x), thrust changes appropriately (0.1165)
In the Engine GUI window, change TL and change it back again. The thrust is now equal to the original value for 1.0 scale at TL5 (0.3235 kN), despite the scale being unchanged from 0.6.
On the one hand, this allows subsized RCS thrusters to be disproportionately strong; on the other hand, it can grief players if they wanted a larger scale model and changed TL without also changing scale back and forth (since it always defaults to the thrust for 1.0x)
You are right i misread, what you are reporting is not even a real bug, just a visual issue, if you save and reload the craft all thrusters will show accurate readings

#260 (comment) same issue

Not the same issue. That's related to the cost of the RCSr, not the thrust.

Fixed on current master branch

Oh? You tested?

Yes, changing engine configurations or changing TL via the engine config window now also applies the scaling factor
