This reverts #9466, which was a temporary change so that we could publish v0.28.9 today. Hopefully the issue with doxygen crashing on macOS is a temporary problem that will get fixed soon.

Actually, might not be worth merging any time soon, only if new 0.28.x release happens (unlikely?)

Let's wait to see if this bug fixes itself on the main branch. I'm hoping that doxygen will get fixed on macOS without us needing to do anything. Then we can merge this.

IMHO no point in touching 0.28.x branch if there are no more releases planned from it, best to leave it at the last tagged and released commit (until there is a change in the plan that is)...

I'd like to keep backporting security fixes to 0.28.x for a little bit longer. Hopefully there won't be any, but I don't want to jinx it 😀. I think most people are going to be running 0.28 for at least another 2 years because of the release cycles of the Linux distros.
