chore(version): bump version to 3.4.0 - #133

constants.VERSION was still 3.2.0, so --version reported the wrong version, and VERSION_DATE was the current date formatted as year-day-month. Set both to the 3.4.0 release and add tests checking that constants.VERSION matches the package metadata and the date is YYYY-MM-DD.

Bumps the version to 3.4.0 and fixes what
