Cache-bust the WPT history tooltip script with a content hash

Summary

/static/* is served without Cache-Control, so browsers heuristically cache wpt-history-tooltip.js and kept the pre-#24 copy (which reads the removed latest key) until a hard refresh, breaking hover tooltips.

Same fix as index.css: the script tag becomes /static/wpt-history-tooltip.js?<fxhash of contents>, with the hash computed once from include_str! in a LazyLock, so the URL changes whenever the script does.
