Installs work again when your PyPI mirror is slow, out of date or unreachable. rc.4 asked a configured mirror before pypi.org, so a mirror that was down, or had not yet copied a new package version, could fail installs, updates and snapshot restores that worked before. rc.5 goes back to the order Desktop used before rc.4: pypi.org first, with the mirror as a fallback. (revert: ask pypi.org before a configured PyPI mirror again #1939)
Known limitation
Where pypi.org is unreachable, installs can be slow or fail even with a working mirror set, as they were before rc.4. A fix that handles both cases is planned for a later release.
