Notebooks that create lighthouse inputs from TDM23 files

Started from the existing TDM23 files, created the following ActivitySim inputs in the prototype MTC example model style:

• land use
• synthetic population
• skims (see crosswalk)
• All above for both the entire region (with MA population only) and a small subarea

These notebooks also addressed the following issues:

• Created a timeless distance skim core as a copy of the existing midday distance skim.
• Set intrazonal transit skims currently from -/+3.4028235e+38 (basically inf) to 0.
• Force children younger than 5 to be person type 8 (preschool age children).

Remaining item:

• AGE0519 is used in the MTC model as the size term for grade school enrollment. Therefore, it should not be the number of age 5-19 living in the zone, but the number of student enrollment of the zone. The TDM23 enrollment file has a K12 variable for enrollment, assumptions need to be made to split that up into grade school vs high school.
