We upgrade our tests to use bitcoin core 31.1 without any code changes in our bitcoin client.
Warning
Minimal bitcoind version is bumped to 31 => eclair will not start anymore with bitcoin core 30.2 or older, bitcoind must first be updated before this PR is merged.
