Preserve in-progress SENTINEL console work off main. - app.py: add _deception_az06_payload() (AZ-06 advisory-only status, fail-open) and include it in the dashboard bundle. - app.js: keep latest aggregator snapshot and dispatch the azazel:refresh CustomEvent from the existing single-flight poll (no extra requests) to feed the tier/pipeline controller. - index.html / ops_comm.html: SENTINEL tier nav frame + sentinel.css link; audience-mode toggle replacing the old section-nav/freshness UI. - ops_comm.css: refine "Ask M.I.O." to reduce information overload. - static/sentinel.css, static/sentinel.js: new console overlay (consumes azazel:refresh; deceptionAz06 advisory rendering). Note: docs/architecture/sentinel-decision-console.md and tests/ are part of the same feature but live outside azazel_edge_web/ and are intentionally left untracked (out of scope for this preservation commit). Complete the SENTINEL console feature that 399bb18 introduced under azazel_edge_web/ with its supporting docs and tests. - docs/architecture/sentinel-decision-console.md: design/architecture note. - tests/sentinel_console_logic.test.js: console tier/pipeline logic tests. - tests/test_sentinel_console_v1.py: AZ-06 advisory payload / bundle tests.
