Add SKILL.md for AI Agents

AI Agents can use SKILL.md for tasks (creating PDFs / Canvas) and it would be useful if we defined one for using sigmf-python.

See anthropic's repo with several good examples. I think we could have it generated automatically in docs/ but we can think about best way forward.

If anyone has ideas for tasks/prompts that could be used as success criteria for this SKILL.md feel free to share. Some that I was thinking of:

1. Create a spectrogram of the first 1M samples in the following local SigMF recording, label axis correctly based on the signals sample rate and center frequency
2. Generate a synthetic signal that includes a QPSK signal with RRC pulse shaping, 4 samples per symbol, rolloff of 0.3, add AWGN with SNR of 3 dB, 1 MHz sample rate, and then save it as a SigMF recording with the center frequency set to 915 MHz.
3. Turn these four local SigMF recordings into a single SigMF archive

I worked up this SKILL.md file that contains three examples of writing and then reading SigMF files for DSP. It's not perfect but perhaps it's a good starting place.

contains:

• Low-Pass FIR Filtering with SciPy
• Spectrogram Generation with PyTorch
• Shaped BPSK Demodulation with Commpy

This paper demonstrates that the SKILL file should focus on simplicity.

My example is around 2100 tokens, so we need something even shorter (<1000 tokens).

Nice! I could be wrong, but my guess is that the base skill file is less about examples and more about API, or even where to find the API for a given function/objective. Sort of like a list of things you can do with the python package and then for each one where to find info about it in the code, although I guess if someone is using our python package that doesnt mean their AI has access to the source code...

Also when I was pointing out those examples, I meant them to be a way to test a SKILL.md file for effectiveness, not necessarily examples to put in the SKILL.md.
