Evidence: tempest identity compatibility run on PR #998 (skaffold verify -m tempest). tempest.api.identity.admin.v3.test_tokens.TokensV3TestJSON fails against keystone-rs (both pass against keystone-py):

Needs a focused debug run to isolate: --regex 'test_tokens\.TokensV3TestJSON' with full debug output.
