Charon front end (LLBC)

The Charon front end: the LLBC backend (-Z lean), which translates Rust to LLBC, the input of Charon's consumers such as Aeneas (and from there Lean). Follow-ups from the original backend (#3514) are tracked in #3585; constructs that still abort translation in #4885.

This milestone serves two purposes:

Active work. Open issues and PRs for the backend, the Charon pin and its update job.
Chronological archive. Closed PRs and issues since the backend was added (#3514), so the history of the front end is visible in one place.

Feature surface: kani-compiler/src/codegen_aeneas_llbc/, the charon submodule, tests/llbc/, scripts/kani-llbc-regression.sh, and the Charon update job (scripts/charon_update.sh, .github/workflows/charon-update.yml).
