Cimo does not intercept when uploading a HEIC file

When you upload a HEIC file, WordPress automatically converts it to JPG, Cimo is not able to optimize it during upload:

Update: newer HEIC files are not handled by our HEIC-to-JPG converter, so a newer HEIC file will be skipped and handled by WordPress. Old HEIC files are converted by Cimo however.

We have a blocked issue where we were to update our HEIC converter into something newer, but are encountering artifacts in the output images, so we skipped it for now: #42
