Centralize version list and pin external dependencies

The version list is duplicated in 5 independent locations (PageLayout.vue, theme.ts, old-versions.md, fetch-versioned-release-notes.sh, releases.ts). Adding a version requires editing all of them. GitHub Actions use mutable version tags and npm dependencies use unpinned caret ranges.
