TagSet seeds can be run after Category ones

Category seed priority is not specified even though it depends on TagSet seed to have been run by the time it's invoked. This manifest in tag_set_id relations sometimes not populating (discovered when setting up the new dev server).

I don't know if this is the same root cause or a separate issue, but allowed post types were not initialized with upvote/downvote rep on the new dev server. I thought we defaulted that (and then you can override), as opposed to defaulting to nil (not even 0) until you change it.
