Permission Teleport??

Hello,
I would like my players to be able to teleport between worlds without immediately getting permissions for the admin commands for Rift.
The following problem occurs.

• If a person has the permission "rift.teleport", no one can teleport.
• If a person has the permission "rift.admin", he has access to all admin commands, but still cannot teleport.
• However, if a person has both permissions, then they can teleport, but also have access to all of Rift's commands.
